I think it's cause there's no other option, and she knows a weak queen like Agnes will not be able to survive, like she said. If yessica were there she'd be the best candidate and she'd be chosen but because she's gone, the second best candidates are the ones that can stand up for themselves even if they're illnatured, they could still be good queens.
I mean valid of you, but at the same time theres conflicting interests with inter country marriage. like if they wanted a queen so bad a noble girl from uslwald would have been the move since shes of noble blood and won't have other loyalties since shes from the country as well.
