They are planning to plant that grain and use it to ease their economic problems. But that grain comes from the monster's land so the temple branded it as evil plant and cannot be consumed. That's why they are doing it secretly.
But it was halted for now because it may come back to bite them if they don’t cease the operation for now..so They are looking for an alternative for the grains and Tia thought to increase the duchy’s commerce and industry as well as the revenue to negotiate from another kingdom or duchy with the highest agricultural aspect but lacks revenue or industry in which they could negotiate with the terms of giving them the grains that they needed and they will trade with their duchy’s specialty. If their duchy is now stable and strong that is when they will continue their operation for the plant grain that was deemed as evil..so for now it ceased or it was given minimal operation until they can stabilize their duchy’s system.

i'm kinda confused about what's happening right now since i stopped reading manhwas these past few days- in the latest past chapter where tia and ced are talking about grain thingy (where they're in front of the map smth)- for what is that? i mean does it have an important role in the story? sorry don't get mad at me i'm just lost
