This has been mentioned numerous times before but that is because the title was treated incorrectly. Kill The Scum or Scum Must Die is more appropriate. It's never been about men, it's been about horrible people in general.

Well Asian languages don’t tend to signify gender in the same way that English does. Like the pronouns tend to be gender neutral, so a lot of times when translating gender gets mixed up because the translator has to guess. Can be hard when the context is more ambiguous. (￣∇￣")

For example, Japanese is highly gender neutral. So Hanji from Attack on Titan isn't referred to as a particular gender but when translating it directly to English, there's difficulty in not specifying whether they're she/he. So they settled for using both. Hope that helps.
