He's not completely deaf.
He can still hear, just not that well.
I assume that using a phone, which you put directly next to your ear, wouldn't be much of a problem.
He only has 'hearing impairment' which means he has a mild to profound hearing loss degree. It is a from of deafness tho. (⌒▽⌒)
