The Dad cares about her and sees her as his own kid. When Yvonne shows up he treats her like a suspicious person and continues to care for Penelope. He tries to wait until after Penelope's coming of age ceremony to introduce Yvonne to the world because he didn't want any attention to be taken from Penelope on her special day.
Pink haired brother becomes a better person and treats her like an actual sibling. They had a lot of misunderstandings but once those were cleared up the relationship improved (We can see this in the comic instead of being just mean he's more awkward now)
And black haired brother is pretty trash all around. I'm not going to say why but I did not like him and he grossed me out

Idk I just can’t seem to like any of her family members. I hate her brothers and I don’t really like nor hate her father. I just feel like he still views her as a replacement and I’m scared of the fact that if the real Eckart’s daughter (is this the right spellingbsjdrj) shows up Penelope would be discarded away and in a flash the “affection” they held for her seem to suddenly disappear. This is purely my opinion though
