sorry my bad. The people replying to u were talking abt rezef but i can answer you're question abt raphael. He sent spies in the palace in order to make sure she's okay. His intentions were good. It started when he saw her shaking when she was around that one guy (the stalker dude that killed her in the original timeline). He's looking into that guy's character to see why she's scared of him. He put the spies there in order to protect her. He's not being hostile to her. He still likes her and trusts her.
