I think the female protagonist has already met her brother. He didn't come because the fl 'killed' him in front of her family and may even cause a war with both families. But the female protagonist is probably out for revenge still because they treated her brother like that.
OR
He did actually go but undercover and may visit Roxanne, but it might be hard to do because people are on patrol.
ALSO QUESTION: Who is the male lead the female protagonist is supposed to fall in love with? I dont remember if it was mentioned or not
