It didn't start out heading in the direction of rape, but it became rape when Eno told him to stop, which he did repeatedly, and not in the Yaoi fake way, actually begging him to stop, which was ignored.
I didn't see this as rape, because Eno said okay when Chii-chan asked to do more "perverted things." What we have here are two young and inexperienced guys who are attracted to each other and enjoy having simple physical relations, but are curious about more. Yeah, Chii-chan got carried away, but this is by no means anywhere near some of the other rape situations we see in manga. And no love? I think Chii-chan is smitten with Eno, and I think Eno is flattered by the compliments because the compliments are coming from Chii-chan. So maybe it's not lovey-dovey right now, but I like to think that this is the beginning of a sweet and clumsy young love.
