I have read the novel and this is slightly out of order. Tia actually only orders the maids to quietly go get Margaret to come to her. Tia plans to use this incident to have the Jordyns owe her but also because tia already knew Aubrey will become a liability. This was her plan and chance to "rid" of this liability.
Tia let Margaret be the one to decide Aubrey's punishment. And its Margaret that orders the maids to hunt down and find Aubrey.
So not only did she test Aubrey with the jewelry box, she also tested the new maids from the duchy on whether or not they would listen to her orders.
The maids ignored her order and used their own analysis(?) to bring Aubrey to Margaret before they bring her to Tia. Even though to them, it might sound like a good solution, however they're basically ignoring the grand duchess.
