No, if they don't understand a language enough to properly convey a sentence, then they shouldn't be doing it. The art is great but the bad translation ruins the storyline, whether there is one or not, and it puts a bad spin on the whole story. They aren't obligated to do it, so if they do a bad job for free, we have a right to complain. Just let other translators get to it

However, the other translators arent free. They have other things to do. You know very well that this person wants to do it because others want it, but then complains? This person understands the basics, but korean is a very difficult language. You know that very well.
Correction: this person knows how to use google translate which we all do. And we all know how shitty google translate is so why rely on it? Terrible translations are a complete disservice to both the author and their work. I mean, it's already bad enough that we're all illegally reading this stuff for free but personally I'm the type that will check out the first chapter or two for free and if I like it then I go off to buy the rest. Also, there's already a team that has been working on this one with great translations. This person is literally uploading over them, I thought that was a no-no?
Stop complaining. If you don't understand then why don't you try translating yourself? The translator/uploader already doing it for free and still complaining.
