I don't think it was incest. Since it was only a one-sided romantic/sexual feelings for inamura's brother. They never had a relationship beyond being a brother.
Well, about the "incest" isn't it sexual relationship to blood related people or am i mistaken. So i don't think it is incest since they didn't have sex(?) and he only loved his brother. Please correct me if I'm wrong. Because i didn't really care about the part where he is inlove with his brother, for me it is just another form of loving someone you cannot have.
