I don't think that's what was meant. Notice "person who killed that bitch" not "person who kills that bitch." They seemed to have been calling their old leader a bitch and are saying Gigyu would be their new leader due to him challenging and defeating their old master.
Not saying they won't take that as an opportunity to challenge him for that position, but they seem to have respect for power and run on a "the strongest rules" type of thing.
