They say "uncleared" and aren't very desperate to close them. The garden for example spawned the undead AFTER he went in.
I don’t remember when he says this but they do break. It was never said how long that takes, but I’m guessing quite some time.

the creatjres in the gates aren't the villains wtf. They're killing pwople in self defense. They don't leave the gate, they don't kill people unless they go in the gate.
The nin tails for example was only hostile after seeing its subordinates dead like... ??
