Honestly though the biggest villains here are the school administrators and the adults for turning a blind eye to bullying because they're lazy or think it's just "kids being kids". Bullying is a huge issue all over the world, but Korea neds to especially work on having people take accountability for it and punishing those who turn a blind eye
