I think he doesn’t want to use her anymore since the mortality rate of these birds are quite high (earlier they said all the carrier falcons got killed) so now that he’s emotionally attached to her he doesn’t want to use her anymore in case she gets killed on the job. He doesn’t want his bird friend to be killed delivering a message. So he got another bird to do her job that’s disposable, or at least that’s what I think ╮(￣▽￣)╭
