I feel like the drug "White Kill" is important to the plot. I think there's a possibility that Louis was drugged by Rafael during the Masquarade Ball four months ago, that's why when Maetel found him, he was acting like that and he started to forget what happened between them too. I'm really suspicious of Rafael tbh, and damn, I almost freaked out when I saw that panel of him with blood. Maybe, just maybe, he's the rope man too? Or at the very least, he's most likely involved?
