I still think he might have tried to protect Raelle from the emperor by downplaying his feelings for her by publicly cheating - but even if that really was the case, in my opinion there is never an excuse for cheating.
And even if he didn't cheat for real and was only pretending, that was not the right course of action. Sure, Raelle isn't as sly as Yunifer, maybe she wouldn't have seen another solution, but at least she would not have been so hurt if he had told her.
Either way, he's not a reliable partner for anyone, neither for his lover nor for his friend. He's not a good prospective ruler, didn't you want a someone sane? And he's a ferocious nutcase. Though I we can say it was the emperor who made him that way ╮(￣へ￣)╭
