Imperial concubine usually not having the marriage ritual in full, but only a ceremony of conferring the title hence why they aren't legal wives. Concubines will also be freely gifted to anyone when they lost the favor. While for imperial consorts and the empress usually will take marriage ritual (for the empress ofc it'd be real sacrilegious and grand scale marriage)
But yes, as long as no one is the rightful wife in the harem, she'll be in charge for household affair.
