It's not fangs. They just have sharp, pointy teeth.
Its supposed to be cute. People in japan really have surgeries to get this type of teeth because its considered cute in japan.

Ok, I know this is probably a stupid question, but why are some human (not supernatural) characters drawn with fangs? -i.e. Sayama in Airyouran Gakuen. I see this a lot in manga, but it never really seems clear to me what the fangs signify.
