The signs?
1) having that many soldiers at borders is usually a sign of being ready for some kind of conflict
2) needing that much ointment for injuries indicates, he foresee a lot of injured soldiers in the near future
3) how could a border patrol have that many injured? A battle or large scale fight
4) him having a sus look at the end

Conclusion: he's bad and he has bad plans, which the first thing comes to mind, WAR
