There not blood related, but then again hari looks so much like the actual past away sister that kinda bothered me :,)
If you read two comments above, the op says that in the novel they look nothing alike except for their hair, and that the only reason the portraits in Hari's mind look like Hair is because she was always comparing herself to the dead sister.
