It's true. He's talking about the incident in chapter 37. Tae Seung knew Kang Il was waiting for Soo Young to attack him and he decided to let it happen. He was determined to get Soo Young seriously injured just to make him depend on him, he said as much to Sang Cheol. Even after seeing SY stabbed he got mad at his men for intervening and he let SY believe that he saved him when if it wasn't for Sang Cheol and Minhyuk he would be dead. He's using fear and manipulation to keep Soo Young by his side. He wants to isolate him and make him stay at home waiting for him like a dog. That's pretty fucked up.

Donghyuk said Park saved Kwon-soo when he was in the verge of death and not sooner although he could have. If it is true, Park needs to see a doctor.
