I think his reason for proposing might be simpler than the speculations i have seen.
Think about it, the murderer is the Emperors brother who kills who the Emperor orders him to.
FL is from a family that has long suported the Emperor and been loyal.
Ml asked FL to marry him because she kept quiet about the murder, he takes that as her being loyal to his brother as she hasnt revealed it, tried to blackmail him and is straight up awoiding ading fule to the situation.
In Ml's eyes FL is from a loyal trustworthy family, she kept his secret and is tight liped and this is while she knows he is a muderer = this makes FL the ideal spouce for him! (he has to get married at some point anyway)
