I don't think they meant to say the older brother is suspicious. Just that it's likely for her to still be a target because it's clear who her older brother supports. Like in he's weakend if his sister is also dead. Just my assumption though.

How is the brother suspicious? Like in all seriousness, most likely the mother, queen or both.
