Actually i believe its more female teachers who makes sure the rule is applied. Atleast thats how it was in my highschool.
And from my experience, it's the same for many other stuff ; women are as much at fault, if not more.
For exemple : a girl dressing "like a hoe/slut*
Or a woman "being a slut" for sleeping with many men.
These kind ofcomments in my highschool were mainly said by other girls, not boys.
And this happens because girls tends to judge more on people's image and boys just dont care as much in average.

Yes, I don’t think I emphasized this: I also believe it’s the women who enforce those rules but in my opinion it’s the men they should be wary of Instead of the young boys at school. That’s what I meant. I don’t particularly only hate men it’s just that they give me more problems than women do. In all honesty, I also don’t like women; I find them annoying bc of how horrible they are to other women. It just all really pisses me off. So I usually always say “I hate people.” And I stay by that statement. Human beings are horrible creatures, that’s why I hate living on this earth or living in general :/ Sorry, I wasn’t being clear I was just mad

Those that critisize others, they speak for what they believe in the same way feminists speak for better equality. It's really just a difference in education.
And to be more clear, the lack of sexual education from both parents and schools. There are still a shit ton of adults whose sexual education is very little in many countries and parents who refuses schools to give sex class at young age. Even though early sex education would probably make a big change.
I honestly think sex education at primary school / 1st grade would be a good start. Because i believe if we teach people at young age what is "right" and what is "wrong", theres a higher probability thats what they'll believe in for their whole life.
And i did say sex education but it could be stuff about LGBTQ stuff. Telling kids that some.boys wear dress and some girls wear boyish clothes. And telling them that Male x male or girl x girl relationship is normal. Or about all the genders.
I do believe if people were taught these stuff from young age, there would be less discrimination and less sexual harassment/assault. And yet i barely got any of that in my whole highschool....
im still trying to figure out what the number 1 sexiest body part of the body is if the mouth is second
