I think they are in love but they don't know it is love because Chise don't know much about those kind of deep feelings so she can't teach them to Elias. That's the whole plot, to learn step by step about human and magus lives, everything is so ambiguous

thanks for the answer! I binged the anime and found it really sweet and entertaining but the slow burn was killing me. I thought they'd have confessed in the manga already haha
