He can still ejaculate people. His ejaculation just won't have any sperm cells present. He does not have testes which create, store and mature sperm cells, but he'll still have semen produced when aroused.
The prostate gland, Cowper's gland and seminal vesicles all produce fluid and mucus, which is collectively known as "semen", this is what the uke's ejaculating.
Also, this can relate to the size of his penis as well. The hormone testosterone is produced in the testes too. Testosterone typically enlarges the penis along other stuff during a boy's puberty. However, since he doesn't has testes (probably from since his childhood), there's no testosterone produced, therefore his penis never grew significantly in size.
