Not really, Yona was very literally born to lead this war against Kai. She's the Dragon God that specifically came down and reincarnated, just to leaf this war.

Yona herself could definitely be more prepared in terms of physical abilities but she's already shown us once that she's a great negotiator and good at making things in her favor. Plus, she could also be a great strategist, who knows.
I would rather Hak be the one to command the army. Because truth be told, I don't think Yona is qualified to lead an army just yet. ( ･﹏･)
