If none of the assassins talk and have unmarked items, it's FL's word against the empress. As long as empress has an alibi, they can't go against her.
I didn't say go get the empress just confused if she told him or not. Cuz it would be hella dumb if she didn't tell him who her kidnapper was, (there is a chance that he doesn't know). Like talk to him about the stuff the empress said to her and all that to astablish a take down method.
