From what I'm seeing, both boys hardly got in trouble for bullying Tia. One, cause Gallahan isn't good with handling confrontation. Two, OG!Tia would only cry, and wouldn't tell anyone what was happening. And three, there parents aren't shit and like putting Tia down too.
Kids are stupid. His thought process was probably, "I want to hurt her" but he didn't think that it would actually hurt her to that degree.

I get that they're kids, and kids don't often know the consequences of their actions but Balzack have been reprimanded and scolded about his violent tendencies. He needs more than a slap on the wrist now. Maybe even get him out of the influence of his parents, cuz they're quite obviously the reason why he's like that. You know what would definitely make it a punishment? Strip him of his title of being the crown prince's companion, that'll definitely burn.
