I don’t think he’s really selfish, he was just blinded by his loyalty I think? Since he was one of the first ones who was awakened by the Saintess, he was used to it. Kinda like breaking out of the faith that was drilled to you since a child, he seems to be having a hard time breaking out of it.
No. He was literally unable to defy the Saintess' orders. That's the only reason why he's neither selfish nor at fault, at least not here, specifically. We've already witnessed his disgust with Josefina's actions and been told what happens to wings who disobey their Saintess.
