From my understanding, yoon's older brother was the previous changhwi. The older brother was eaten by the seme and is now stuck as a slave. The older brother offers Yoon to the tiger dude, out of hate and to also replace his place as the tiger's slave. It also seems like the older brother pretends to be the tiger and eats people as well. (This seems to make sense when you think about the tiger monster myth Yoon was reading up on).
