Remember that long red haired guy? He somehow captured the uke, handcuffed him and put him in the prison and then when uke frees himself from the handcuffs, there is someone behind him in the prison who is all tied up and beaten up. They haven't shown tht person's face but looking from the hair style I think it's seme.
And if my theory is true, then that means seme is not on the bad guy team.
