Hmmm I don't think he planned them. My take is that he just found out about it by investigating and then decided to get rid of those guys to protect his little brother. I'm so confused right now cause he seemed really shocked when saw Yuu got injured and it not necessary to harm Yuu to make Yuu wants him. he can easily monopolize both Yuu's heart and body just by confessing. and even though Yuu got raped it's not like he would've know that Yuu will wants his embrace.
but if he isn't the one planned this then how could he smile with that kind of expression when seeing what happened to his bro? and i dont see that sending those brats to study aboard will makes any good.
