It's something people did for religious reasons in the past, mainly Muslim or Jewish even today. United States is strange because we are one of the ones who do it non-religiously. It's a pretty low rate to get a baby circumcised in many countries so you can probably bet on high percentage of men you meet outside of the US being uncircumcised.
