The Duke KNEW Keira was his daughter in the first timeline. Yet, he still VOTED YES in a ballot to have her executed and treated her the way he did on the day of her execution defaming her as being a "Fake".
People we say it was down to the oracle but really it came down to preference as far as the Duke was concerned. His preference aligned with who he thought "Cosette" was over Keira whom he never really cared for.
