I think the only one who can have human form is sacred beast, and the choose one since they're human from another world.
The courtesans doesn't have human form, when they get back to normal, their form is animal but big like human. Oh, like the one from Beastar anime.
Yeah thats definitely it! Then, that chameleon too but because he can imitate other's form. The sacred beast have the ability to form like a human but everything else or extra characters are like from the "Beastar" but not really in human form.
