Just for the power and money. They want to auction it so that the general (who was in this episode) becomes more powerful --> they will have support in the future fromm a very powerful politician.
+ the blueprint is for a very powerful missile with advanced technology. So, they will gain a lot of money from selling it to whichever country or organization who buys it.

Yessss…. That’s exactly what’s happening. And Candy went to get them/kill them because there is a possibility that they might go for Ha Jun, to threaten the professor and make him complete the blueprint.
