From what I've read before uploaders can't change statuses once they start uploading so this webtoon is probably complete and they are just in the process of uploading it too mangago (or at least that would be my best guess based off the info I have but it is annoying...)
Mangago need to check their post statuses because lots of ongoing comics that are tagged as completed lately
