He is but he cares, and has a genuine reason to care. I feel like the Fl and Theon don't have a strong enough connection other than her loving him in the past.
That's also what I'm wondering. It's not like Dorothy did something exceptional for Theon, for him to be stuck on her. And it's not like they spend time together whereby feelings could develop. They literally have no reason to be together
