Apparently Korean law is extremely lenient especially when it comes to children. They get 0 consequences. There are teens who have murdered and tortured people, with no consequences.

so it makes some extremely fucked up kids do insane violent stuff because they and everyone know they can get away with it

Ye there were middle schoolers who stole a car late at night, speeding (crazy levels of speeding), ran a red, and bulldozed a motorcyclist in the process. The guy literally exploded with how hard they got him. The worse thing the guys got were community service.

I literally watched a youtube video about that today! It was that incident and the other bullying videos by rottenmango i thought about when i wrote that
