Yeah probably, since they see that someone already "uploaded" the next chapter. But yeah I see a couple of uploaders doing this placeholder thing so I'm guessing it's working for the most part
The placeholder is so that the bots don't automatically upload translations from other sites. Basically it's to make sure we don't have a bunch of bad translation and unofficial chapters uploaded
