The chapter releases September 3 Korean time. That would the same for you. For someone in New York it will September 2 but it is September 1 for them now.
It is all released at the same time but at Korean time of September 3. They are a hour ahead of you. It will be released in 24 hours or so. Then in a few days uploaded here.

Also I had forgotten when chapter 31 came out, maybe it was about midnight in Korean instead of like 8:00 am or something. So it could come out sooner. (Just a few hours sooner), if I remember correctly.
