I think the only reason its saying lvl 1 for him is cause his lvl is too high to even be shown on those paper thingies.

Probably, perks of living on another world lol. Probably on a level that can't be measured at all since he has so many 'Servants' and such a large 'town' that is ever growing xD

I think it's actually because of the mana suppressor items he have equipped. Just my guess.

If that was the case I would expect them to explode like energy level radars for Dragon Ball Z.

I dont think it was those cause in the beginning he held the lvl scroll and it still said Lvl 1
