Maybe you haven't been on in a while, but it is. The chapter that says "NEW" just means newest one released. I already got a notif for it earlier.
Strange how you can magically predict I haven't been on this site for a while, and thank you for trying to explain the mechanics of this website to me. I also got the notification, and it refers to the release of chapter 11.

Which they told you, before, they had already seen the notification for at an EARLIER date. Just like I did. Which we then read. And yet here, again, the 'New' notification is appearing on the site... well after most people have read it. Which is what we are talking about right now. Do you finally get it? Essentially it means that in that case it IS false for us, which is something you were trying to deny. So, it would be much appreciated if you would refrain from being rude next time when someone points out how you're wrong...?
