I think the father or the secretary talks on the phone with the teacher about why his mother never came to pick him up. The teacher doesn't gossip with her friends or other teachers. But she still needs to careful about what she says inside the classroom.
The teacher doesn't need to know why the mother doesn't pick him up. The driver does it. Plus I sincerely doubt the father wants people knowing about his wife's condition so I don't think he told the teacher or gave the secretary permission to tell the teacher.
I think they can ask but can't carelessly say it out loud. Kindergarden teachers need to know a bit about the student's family so they can alert the authorities if abuse happened. And the father, I think that he wants everyone to know the mother's unstable so he can rightfully keeps her at home all the time. If she's not unwell, people will def ask questions.

Also in the beginning of that chapter, Jihwan brings medicine to to the mom and tells her the dad said to take them. She refuses and grinds it to dust. Why would someone who is PHYSICALLY ill refuse to take medicine?

Why the heck is the teacher talking about one of the parent's medical condition at school? So unprofessional! Kids repeat everything they hear, as a teacher she knows that! Bet you it's going to get around the school and kids are going to start making fun of him. Plus that kid is probably going to ask his parents what schizophrenia is and they are going to ask him where he heard that word. Then the rumor will be spread by the adults too! And after the rumor spreads, he will know it was that kid who started it and he will hurt him. But he is the son of a CEO of a big company. His dad will do something terrible to him for hurting that kid!
