With saiba personality. i think he can't become 1st seat coz its saiba is really wild???
I think its more like he refused it, since it came with alot of responsibilities and like you said with his whimsical personality of his, he probably thought it too much of a hassle.
Omg so many revelations coming out but I totally called it when I said Jouichiro was the better chef. Everyone kept saying it was Gin because he was the first seat but I knew something was off, and this chapter just proved I was on the mark. Today is really a good day
