No, the Duke tells Cruel he hopes he wins the bet, that is, amongst themselves that they just made. The Duke only told him that bs answer about eliminating the emperor's dog for the nobles so the emperor doesn't have too much power.

one thing, did the duke actually tell cruel about the bet? Because at first, I thought it was just inner monologue since it was all in rectangle boxes but then at the end, it looks like cruel tells him "I hope you win the bet" ...?
