You forget that with the way their world is and the fact they are high ranked members of the nobility, they would both be expected to enter arranged marriages for political reasons. So basically he's saying he'd rather have *her* as a partner, since at least the two of them vibe well together.
Also, since Penelope is the daughter of a Duke and Callisto is the crown prince, it would actually make sense for them to marry anyway.
I mean.. he's nice and all...but i would say, if I were her i would just straight up tell him that just because we vibe dosen't mean we should marry? We should stay besties!
I mean..they have same thoughts and they are quite similar..Penelope and Callisto would be the "Partners in crime" duo..don't you guys think?
