The oldie guy with white hair and green eyes is the archduke of the north, emperor's younger(?) brother and ALSO the FL's biological father. He's on the run while also looking for FL's mother (more spoilers), while also not knowing that he has a child, which is FL. It's why he probably felt familiar towards FL. And dw, the dad is a good guy :D
